#1 Draw the line
The '90s lips are impeccably defined, do use a lip liner (which should match the shade of your lipstick) to outline your lips. It's okay to go pass the natural outline of your lips for the illusion of fuller lips, but draw the line (pun intended) between plump and theatrical.
